Preheat your oven to 425°F (218°C). Line a baking sheet with parchment paper or lightly grease it.
Step 2: Mix Dry Ingredients
In a large bowl, whisk together the flour, baking powder, baking soda, sugar, and salt until well combined.
Step 3: Cut in the Butter
